u missed the point , i was not looking for a way to create a card with bitcoin . but third party with real credit card not debit/ prepaid debit card to make a payment for me on site that accept this kind of card only

i do have virtual and plastic debit cards

i used that site i had positive experience fees are 20 usd

There are some list like coinmama, coinsbank, xapo(AFAIK they have good service) which have credit card service, but I never try service like that, I'm not credit card user/fans.

i need credit card not debit to pay that site . but i think its not very easy to obtain cc online .

Never heard the site, looks like payment gateway to pay some bills.
There are some list site which have trust and worth to try, according to coindesk listed: http://www.coindesk.com/bitcoin-bill-payment-services-go-international/
I have ever tried one of the list site(tukarcash), for pay electric bills, I have no problem with that.
