A lot of people are troubled about this issue but you can't consider them a scam yet if they are still answering your question through any social media. I'm sure if they finished transferring all of their files to their new server they could operate smoothly but as of now we will have to wait.
Besides of that, if they won't ever come back you can find their information here and you can contact the authorities to seize them. I've seen a lot of negative feedback by the investors because of what just happened, i hope they get back soon to settle this issue.

CoinsMarkets was just a small exchange with some PoS coins having low value and people never cared much about its team, registration or any other information. But last month two coins namely COLX and ECA surged 5000-10000% and CoinsMarkets received huge deposits worth few millions.
This huge influx created DDOS on site and this is verifiable and they aren't lying on this at least. But then they suddenly disappeared on the name of server migration for last 10 days. Troubled investors contacted hosting provider of CoinsMarkets and it verified that the owner of CoinsMarkets ordered 3 new servers for site. After cross-questioning from Hosting Provider, owner of CoinsMarkets updated following status on his website:

I don't consider them a scam. However, they let A LOT of coins be listed. Do your due diligence. Good luck!
Try look on this thread https://bitcointalksearch.org/topic/m.27944272 . Based on their information, they got software issue when moving the server. But this take too long. on thursday or friday, they back online for a little time but the balance is really slow to load and goes offline again.
