Having negative trust does not stop you from giving away merits.
Members having negative trust for merit abuse by DT members should be stopped from giving away merits.

I don't believe those merits (got from abusive way) to be given away by the abuser for the quality posters either but most probably for their alts or resale.

Often those cases are crystal clear, i mean the drop all the merits on some alt. It may be a good idea  the user from sending merits when receives the red trust or at least think about it.

Hey, guys today I have seen the user trying to sell merits
Care to provide a link to where you observed this merit selling happening?  I haven't seen it blatantly occurring on bitcointalk, though I'm 100% sure it happens off-site.

And yeah, neg-trusted members can still send merits.  Even banned members could do it until that glitch was finally fixed.

Having negative trust does not stop you from giving away merits.

The whole merit system is considered community moderated as jonemil said. People do get trust for clear abuses, however there have been no case of harsher punishment that I'm aware of.

Hey, guys today I have seen the user trying to sell merits And got a lot of red trusts then I observed and thought, can negative trust accounts still able to give merits to other accounts. How is giving negative trust gonna help the system? We should report to moderators so there can take some actions instead of just giving the negative trust only. Am I missing something, any links or information will be appreciated? If I am wrong.
Let's take it a step ahead, imagine if a person is selling merit points and instead of a user a moderator does the deal then he can catch the source account which is being misused for account selling.

FYI, merit is not moderated.

If you found someone abusing merit, the only thing you can do is to tag them and post it in Reputation sections. Then, DT members will be giving them negative trust if they're found guilty.
