I can't get 2 people make trade in same office with cash on one side and btc on another and you asking for this.
Man you need to take different approach to this, also in this kind of trade you must play open cards with one side.

Don't even think about sending a tenth of a coin (let alone 40) to this guy!

ID provides zero security. There is no value in that ID. It could be fake. Even if real, he is a stranger and you cannot and do not simply hand over $600,000+ worth of coins to strangers. OP - Are you really serious about what you have written and you want to buy 40 btc in cash in Euro. Do you know that it is not a joke to have that much money.  Can you make us believe that what you have written is totally true and you are very serious about it. Had you said 1 btc at a time people would have still believed you. I hope you will be able to justify this that you have that much money.

The reason is, that I am not the buyer and only organize it, because the buyer knows and trusts me.

Tell the buyer to organize a face to face meeting in a public area with security (airport, etc..). There is no other way.
Or ask a trusted escrow from the forum to escrow the BTC while you give the cash to seller. (I recommend monbux or OgNasty)

For these amounts, you can fly with the money to meet the seller or in the other way around, don't you think ?
Just bring your laptop or whatever wallet you want, buy a Trezor and go there !

Ask the seller for a message signed by an address holding the 40 BTC in case you reply "I don't want to fly to someplace for nothing."
Why do you need it upfront ? That sounds very fishy.
