You should also always be able to see a transaction ID in your account (both Coinbase and Localbitcoins should give you a txid in your history). You can copy the 64 hexadecimal characters and search it in any of the online block explorers like blockchair.com or look inside your history tab to see if it exists there or not. That way you can quickly figure out if a payment was received or not.

How do I ge the btc from the localbitcoin transanction? something must be wrong because its marked as ccomplete but i never got anything..
hosseinimr93 is correct.
You can confirm it by checking the latest (send) transaction's details in the history, right-click on it and select "View Transaction".
Under "Inputs (2)", there should be two entries that have the same TXID as the transactions from Coinbase and Localbitcoins.
It means that it spent the funds from those two transactions.

Seems like you have clicked "max" unintentionally?

Additionally, next time, if you want to use only one/specific input(s) (eg. only from Coinbase), utilize "coin control":
Enable the 'Coins' tab to view your available inputs (View->Show Coins), go to the 'Coins' tab, right-click and select 'Spend' on the input(s) that you want to spend.
It will display "coin control active" at the bottom and when you go to the send tab, it will only use the selected input(s).

If so, you spent the fund you've received in two transactions.
You spent 0.00378353 BTC + 0.00696406 BTC.

Either the 0.00378353 BTC or the 0.00696406 BTC should be the fund you withdrew from LocalBitcoins.

Yes I did send that transaction right when I got the money, and the system auto is checked.

and I have restarted electrum a bunch of times

I sent two transactions to elecrum, one from local which I can see as completed in my history but the btc is not there to use.
You have received two transactions.  
In the first one you received 0.00378353 BTC and in the second one, you received 0.00696406 BTC.

the one from coinbase I got after 3 confirmations and used right away.
You have spent all the fund (the 0.00378353 BTC and the 0.00696406 BTC)
0.01074759 BTC was spent in this transaction.

As said, seems that you have already received it. Because you have received two transactions and have spent all the fund.

Have you made this transaction?

If not your wallet might be infected and maybe you downloaded a fake Electrum wallet?

It might be just a syncing issue from the current server or nodes you use? You can try disabling the select server automatically and manually choose a known working server under networks and reopen Electrum again and let's see if it will sync the latest info about your wallet.

Have you restarted electrum since?

First, addresses can't expire, it's the invoice you make in the receive tab that does (and invoices are only selectively supported).

You could also go to file >preferences >network and make sure "select server automatically" is checked.

Which exactly did you receive from Electrum? Is that the Coinbase to Electrum or the localbitcoin?

According to the transaction, it was confirmed and you should receive it if this bc1qa95udp2qqglqlthlnhg44zwkmlwwcsy5h7ph9w address is your Electrum wallet then according to that address it's already sent including the other transaction to another BTC address which is this 39JKFuDHbuh3AyXFoea8QbTYDCBDQMk3Qz a total amount of 0.01072629 was being transferred to that address.

As you said above you got the money from one of them but did you transfer it to this address 39JKFuDHbuh3AyXFoea8QbTYDCBDQMk3Qz?
 

Check Electrum you must see another transaction under history tab.

I dont know where to ask this question but I made an 24H adress on Electrum and sent 2 transactions to it. 1 from localbitcoin and one from coinbase
both was completed but I only got the money from one of them.
