You need to have a US vps or any country that can use paypal. Open a paypal account using the vps. Buy vcc to verify that paypal account. Buy only from a trusted sellers. Buy also documents for your paypal. Encase paypal want to ask some more documents.

Exchange the paypal funds to bitcoin in localbitcoins or in Bitcointalk marketplace.

i do get all of your point. but from the country i am from, i can only BUY online with paypal. there is no way to REDEEM from paypal. not even from bank.

How about other Paypal like provider? Example : Payza etc.

same thing mate. my country is the dumbest of countries. general population 1.5 million people. bitcoin users 2

So you want to redeem cash from Paypal and touch it with your hands? Then what's the use of buying a verified account if you don't have service like that in your country? Even your banks not accepting it. I know there's some way you can verified your paypal account in your country. Don't buy one.

Your scenario is a bit confusing but the original owner of the account could always retreave the account at some point so its risky. You'd be best just using a proxy and opening an account yourself. You can use online debit cards to verify them.

Yeah, its possible . It solely depends upon the buyer,how the buyer deals with seller of paypal account. The buyer sholud first try to check what happens if he clicks on forget password. A verifed account has almost no limits and its verified by government id(s) and little submission to bank account to avoid mismatch.

I believe you can buy debit cards or top up cards that you can send the funds to, then withdraw them from cash machines or sell the vouchers etc. Maybe you should look into that.

Think about it. It's an account like any other and can be recovered if you can prove you're the rightful owner. It's just like buying an account here as the original owner can always get it back if he can provide sufficient proof that it was his. Paypal will likely ask you for proof and if you can't provide it then what do you think will happen?

Since you want to buy a Paypal for business purposes, I'll guess that you have a bank account. You can verify Paypal with your bank account so why buy a verified paypal?

I commonly see buying Paypal funds than Paypal account but if you really want to buy Mr. Y's paypal account he must give his email address used in that verified account and you change all the information of that email (passwords, birthday , secret question) because you can't changed email and secret questions in Paypal. I just don't know if you can change link bank accounts from paypal. Just check the FAQ.

Im 100% sure that Mr. Y don't have access now in his Paypal even his bank account is link to that because all of actions will come from Paypal.

Verified means that it has either had the bank account linked to the account verified or the address. You can usually retrieve funds you didn't authorize from your credit card company. You'll very likely be locked out of your account if any funny business is suspected or the balance will become negative until you pay the funds back.

no i mean, if i buy a verified paypal account, and do online business since my country is not listed in paypal merchant account.
will the person collect the funds that i will make people transfer me on the paypal account or will he not be associated with the account when i buy it?

scenario :

Mr. X buys a verified paypal from Mr.Y

Mr. X is a merchant selling-buying online with the paypal of Mr. Y

the account is liked to a creditcard.

Mr X sells $5000 worth of equipment to Mr. Z
Mr. Z sends $5000 in the paypal that Mr. X has.

will Mr. Y  be able to grab the fund? like steal it from the paypal since it was originally his paypal but he SOLD it to Mr. X

i have a little question concerning the various sale of paypal account, verified/non-verified.

what is the difference between verified and non verified?

also, if the bank account of the seller, or his credit card is attached to the paypal he is selling, does that not mean he will be able to retrieve the funds that the buyer will transfer in the paypal? does that also mean he will be able to recover the paypal account whenever he see a good balance worth taking?

then what about the buyer? what happens to the buyer when his funds dissapear, or he is not able to use the paypal account anymore since the seller retrieved it..
