It's more of an issue of spam than plagiarism, but it could also have been an innocent mistake since both might not have searched to ensure that it's not posted before they posted it in the forum, it would have been considered plagiarism if they had not added the source of the information they are posting but since they added the source, they are acknowledging that sources s the original author before posting, although people should make more efforts to make their own original posts instead of typing whole articles word for word.

Not having multiple accounts per se, but using them to participate in the same campaign is considered cheating (they can participate in different campaigns simultaneously), as is sending merits from one to another. Still not bannable, but if one account goes down for breaking some rule, so do all belonging to the same person.

This reminds me (vaguely) of the dialogue in the first episode of The Mandalorian, when The Mandalorian teams-up with a droid:

Only if the the main account is banned (i.e. ban evasion).

There are two possibilities in my opinion, as you said if they are not from the same user then they are part of the vertex_ico project promotion team. Both users post the same article with a fairly short time interval, even though they put the source link, but I think if they break the rules then the penalty can be immediately given.

So the link-spam has now reached such excessive amounts that more than one spammer posts the same "article". I've reported the second post. Posting the same thing more than once is not allowed.
I suspect many accounts of getting paid to spam links to third-party sites.

Alt account is allowed in the forum. For instance, LoyceV has alt account- Loycemobile. I have alt account- RapTarXalt
Better examples: Admin theymos has theymos_away, and Global Moderator hilariousandco has hilariousetc Smiley

Actually, cheating and scamming is not against the forum rules. You won't get banned for it.
Chances are you'll get red trust though once it's discovered.

Both posts have a source at the bottom from where they took the text so it wouldn't be considered as plagiarism.
Both accounts posted the same post in the space of a few minutes.
In my opinion they are either alt accounts or they are both working some way for the Vertex_ICO. The other user - JessicaVL mentions Vertex 12 times in her recent post history. She is either part of the team or doing some kind of bounty advertising for the project.

Not at all. Alt account is allowed in the forum. For instance, LoyceV has alt account- Loycemobile. I have alt account- RapTarXalt, forum allows having multiple accounts. What is forbidden here is; Cheating bounty or doing illegal activities with alt account.
You can report the post to moderator or there is a thread in meta where people report copy paste. I'm too lazy to find it out because I'm on mobile now. I guess you will find it on the first page.

Just report the post and because they spamming, both of them sharing the same thing but with source, so probably both account is handle by the same person or they got paid to share that article.

That's not what i mean, what i mean is they probably spamming but in different account.
