I've been on here for several years. I made a second account after no longer having access to the previous account.
Have you tried regaining access to your old account? If not: follow the instructions in Recovering hacked/lost accounts.

That's newbie restriction and mods cannot change that for you
That's incorrect. Mods can whitelist users.

The issue was it was either on an old college or Red Bull email, neither of which I have access to anymore, that would have been around 2014 (last year of college) when I was trying to access about 150 bitcoin that, unfortunately was lost during the learning process. Like many, I had bitcoin before realizing the full potential of it. A member here disappeared from another board due to a mod that has always had it out for him, and I logged back on here with a new account I made a couple months ago to see what was going on. It’s not a huge deal, but I was trying to resolve the issue. I did wait out 360 seconds, but it’s the same issue. Perhaps an issue with the browser or vpn being used.

You are polite and able to handle this civilly I gave you a merit.

If you continue to post you will rank up.

Your newbie status will be ended and you will be a junior member.

Most likely you are not a troll 😈 so good luck with your posting.

The post you made reset the timer. If you wouldn't have posted, you would have been able to PM.

Thanks for the responses. They were all helpful. I understand the restrictions are needed to maintain quality of the board.

I'm trying to contact a member from another board that is no longer there, but it's not allowing me to send any messages. I've been on here for several years. I made a second account after no longer having access to the previous account. When I try to send a message I get the following: "The last posting from your IP was less than 360 seconds ago. Please try again later. The thing you were trying to post was saved as a draft. This limit decreases substantially as your account becomes more established." It's becoming frustrating, and it's really unnecessary to discuss a private conversation under a public topic.

That's newbie restriction and mods cannot change that for you just follow what other said to you since your option to eliminate that restriction is to buy a copper membership account so that you can send a message post some pics here without that bothering you.

Also don't get frustrate since this is normal and mod do that to avoid some certain abuse by using newly created accounts so just follow since this is the best option for you to do and that cost only few bucks.

The limits you have are for newbies and new accounts they just want to avoid any spam caused by new accounts.

For fast solution is to buy copper members as suggested above but if you don't want to buy then be active here on the forum until you become a jr. member that could increase your limit.

Another suggestion why not recover your old account instead? If you posted a few BTC addresses that you own before you can recover that account and prove that account is yours.

That's right, maybe buying a copper membership will solve the problem if OP cannot wait longer.

As stated by Theymos.

In response to the annoying PM spam, you now have to opt into receiving PMs from newbies. The option is in your PM preferences. You also can't send PMs to newbies if you haven't opted in. Copper members are exempt, but only if you're wearing the copper membership.

You should opt into receiving newbie PMs if you post offers in the marketplace, if you like answering newbie questions, if you're a moderator, etc.

To start with, if you sent a PM to a newbie in the last 30 days, you're already "opted in".

If OP is interested, he/she may proceed, just check the instructions how to buy a copper membership.

DdmrDdmr pretty much said what you needed to know about the topic. the wait time was implemented to reduce the number of trolls, spammers, scammers, etc.. from posting or sending PMs to other members. if you want to bypass or remove the restriction you can buy a copper membership or increase your account's activity or rank.

I suggest reading this thread Newbies - Read before posting.

Have you tried to completely wait out those 360 seconds? It’s not just posting that restarts that counter, but rather a bunch of other stuff like using the forum search. Wait time, as you probably know, gets reduced as your Activity increases. See:

https://bitcointalksearch.org/topic/m.58369839
https://bitcointalksearch.org/topic/m.57794170

Note that, as mentioned above, if the recipient account does not allow for Newbie accounts to send PMs to him, you won’t be able to. The above post is complemented by this 2018 modification: https://bitcointalksearch.org/topic/newbie-pm-opt-in-2728840 (requiring people to opt-in to actually receive them).

I'm not sure if this has not been revised yet, that post is from our admin.

Due to a mass of trolling, only established posters are able to post in non-newbie sections. You are considered "established" if you have spent 4 hours online and have made 5 posts.

If you have really good posts, you can post a request for preemptive whitelisting in the appropriate topic.

Also:
- You must have made one post in order to send PMs.
- You need 10 posts to put a link in your signature.
- You need 50 posts to put an image in your signature.

Note that it may take up to 10 minutes for your PM or posting permissions to be granted.

However, in some instances, some members do not allow their accounts to receive messages from newbies. In my case, I check the "allow newbies to send you PMs".

Or maybe you need to increase your activity first. you can also read the forum rules.
