There are many ICO's nowadays and most of them are good and promising ICO if you will check on their Project from the team that develop the technicalities of that ICO to the websites being presented and their bounty program at btt forum. Almost ICO's are perfect but somehow there are some things that bother me especially some of the members complaining against these ICO. I know that these ICO's are promoting a certain project for the good of all the investors and team involve with it. Sad to say there are report that some ICO's are scam. Now to clear all the thing the doubts about ICO's implementation of the project, could we regulate them in order for the investors to make an assurance that after investing in that ICO they will not be scam?

I think it would be great but it is almost unreal. Because all new tokens created to make a profit for their creators.
They will do many things to lure traders and investors to buy their coins. But to check all information that they provide is really hard.
