As long as it is profitable to produce the technology, there will be ASIC chips pointed at it...whatever 'it' may be.

I'd mine but how would you ensure that its CPU only? I have easy access to a ton of processors. 
Cpu-only means that PoW function is less expensive on CPU than on other devices. Scrypt was the first step on this direction. Other steps are to be taken. We never can be sure but we can try
