You are saying this computer completes POST?  Then locks up when trying to start to OS and you have tried different OS's?  The POST well normally find bad RAM, CPU, GPU and mobo.  That leaves cables, PSU and HDD's.

before spending money remove the cpu completely and lock the cpu slot a few times with no cpu in then re insert cpu applying a good bit of pressure ontop of the cpu while you lock it in place. its free so worth a try. if its not that then its likely a motherboard problem.

if windows gets to the logo screen then its something to do with a bit of hardware loading such as a bad sound chip. gigabyte have had a few problems with this in the 990 and 980 ranges early on
disabling the audio in the bios will solve this problem

like people say its very hard to diagnose a problem with limited info. also try a different psu

Yeah i know its hard but you know what i know.

I bought a new mb but have not tried it yet.

Why do you think this might be a psu issue?

when a PSU has an issue it can have a knock on effect causing any number of problems even display problams and mouse and keyboard problems. most of the time it can be a tiny tuny fault on the psu but it depends how the motherboard wants to try and cope with unstable voltage.. hell iv even seen a mouse melt from a PSU problem the motherboard shifts power around to try and keep stable voltage but if the PSU has an issue and the motherboard cant keep it sorted main components like CPUs RAM and GPU get effected.
eventually it will fry something or the PSU will die completely but 90% of the time there is some sort of warning

I failed with four different sticks of ram

Also failed with two different ssd and two different boot cds.

None of them being win xp.


I hope its the mb.

Then its your bios settings, try either AHCI or IDE mode

Oh crap, I forgot about that. Goat, just a month ago, i was having the same issue with my rig. I couldn't figure it out for the longest time. It wasn't until I tried a different MoBo and CPU, that I had a feeling it might be the PSU. I was worried it might be one of the videocards, but I swapped the PSUs on the one rig with the other rig, and the problem carried over to the other rig. RMA'd it, and got a new one with no problems now.

Sometimes the the rig would run for a day or two before shutting down, sometimes it was as little as a few hours. It would always lock-up and/or turn off the rig and reset the BIOS.

I replaced everything on the computer other than the MotherBoard or the CPU. I'm 99% one of these is bad.

Anyway to tell what one it is? I do not have an extra CPU or MB around.

Mobos are tricky to diagnose. CPU either works or doesn't. Ram issues are usually repeatable and OS won't matter. Try disabling onboard audio, sata RAID, and anything else "disable-able" in the bios. You might try AHCI or IDE mode for the HDD.

Also, try the SATA cable. I've had some I/O errors before because of it not being pushed all the way in, even though it is locked it.

MB.

I know plenty of people that have worked in the computer industry for years, and I can say as well that I have never seen a CPU been at fault. In most cases, it's the motherboard. It's very very very rare, but if you're asking me to put my bet on the CPU or MB, I am going to say MB.

what cpu and motherboard you got? new intel cpus are pretty robust the same as anything from AMD. older intels can fail and new chips its more likely the mb
specs would help and if your overclocking

Not sure how you came to the bad RAM conclusion from his description?  But here is a great Ram Tester

I highly recommend it.  Bad RAM is becoming allot more common these days.
