I wouldn't worry too much about this. Fedora is now only traded on an exchange where many people have been unable to withdraw any coins from. This is just a pump in a dead trading platform and nowhere near worth anything. Even if you got your tips in bter, you wouldn't get your ltc out of there anyway.
Probably just some people playing a market with their lost coins. Remember, fedoracoin doesn't even have a website or block explorer up, there is no reason at all to be at 10 mil market cap except for this funny pump without meaning.
