The request address function is just a feature that you can only use if you are expecting someone to send BTC within the set time frame.
Sample a friend of yours lends a BTC from you and you want him to repay the BTC loan within the set time now you created a payment request from Electrum with a set time. A friend of yours should repay before the end of the set time/date and if he didn't repay the BTC Electrum will notify you that the payment request is overdue.

But don't worry the address you use from Electrum will never expire you can always use it just like the above said and you can find that address on the addresses tab.
And you can just set it to the expiration date to "never" if you don't want it to expire.

The important here you should always have a backup seed or private keys.

I want to create a BTC address on Electrum where it never expires and several incoming transactions can arrive in the future on the same address.

Addresses do not expire. You can reuse them as many times as you want. The expiry date does not affect anything; it's supposed to help you organise your payment requests.
