Basically the reason I'm asking is I have a unique idea of a  cryptocurrency that I want to Implement into everyday life but needs to be superfast with low fees the method I'll be using to promote awareness hasnt been done before so first step create awareness second is to create the coin and third to be adapted to be used at superfast speeds with low costs to enable people and businesses to send money anywhere in the world at low cost and almost instantly the media coverage will be unpresidented if this method can be adapted the idea behind this will be a first of its kind in the way of advertising and creating awareness.....

Any coins can use LN as long as there's development for that and even better if the coin have SegWit, but you can't create any coins ON LN.
In fact, one LN can be used by few coins at once for things such as atomic swap or another kind of exchange.

So even if I know a few really good devs can they not redesign another version of litecoin rename it as something else that would work on the LN

It all depends on your devs team, even if Lightning works as a second layer, you can always investigate it and create your own similar technology, nothing can stop smart people.

I have just heard about this technology, as far as I know it was not integrated into the main network, because there seems to be some additional equipment required. Now is quite an interesting time. What happens when bitcoin integrates lightning? Altcoins will not be needed.

Not possible at all
The Lightning Network runs as a second layer ON the bitcoin blockchain.
It's NOT possible to create a coin ON the Lightning Network.

However, other coins that share the same codebase with bitcoin (eg Litecoin) can run their own version of Lightning.

Are there any devs that can answer if it is possible to create a coin to be used on the lightning network I can't seem to find the answer to this question!
