what if we register an account at the bitcointalk forum and are banned because a violation has been detected.
Accounts never got banned after register. You are incorrect.
If one account created with an evil IP address, it will be restricted (not banned) in only-read mode. You can read but can not make posts.
The message is:

Not only your real IP address but also address you have by using VPN, Tor can be evil ones too. So if you are serious to use your account (with your favorite username), the best way is to pay a small fee for evil IPs. Since years ago, users were not allowed to change username, despite of VIP members and very special cases.

The fee will be different and depends on the level of evil that IP has. Generally, it is not a too high fees AFAIK.

3.delete the browser data first before registering
clearing cache and cookie won't do any good in avoiding ban during registration
it's an IP proxyban, you will be banned if you're registering from blacklisted IP
and bitcointalk has its own records on blacklisted (evil) ip, regardless your cleaned browser data
as Welsh said, just pay the fee or find a good clean IP address to register from
staff

You don't need to delete the browser data at all, and you shouldn't be using public wifi under any circumstances. The implement ion of public wifi is one of the biggest security risks you can expose yourself too. If you are getting hit by the evil IP payment then you can either find a IP which doesn't have that or you can pay the fee. Generally, only IPs which have previously had a high ban rate get evil points assigned.

First of all,  this topic is totally unnecessary and it's posted in the wrong section. Secondly, your points doesn't make any sense especially the number 2. You know the danger of using public Wi-Fi because your data can be stolen.

Probably someone got banned in a public WiFi and that ip became evil.
