I am personally persuaded after a few years in the crypto space and dealing with exchanges that creating one requires a lot of work and a strong and experienced team with robust working knowledge of cryptocurrencies. I have also concluded that security of users' funds is very key if not the most important factor and as such the IT guys in charge of the security must be top notch. Secondly, support is very key, a number of the exchanges we have around these days are very terrible with their support, i personally have had to abandon a number of accounts on different exchanges due to unnecessarily high response times (some takes longer than 90 days to respond), this also requires a strong team of support experts.

Since OP is still at the knowledge-gathering stage, his decision might still change depending on the information he receives which is why it is needed as much as possible. For op to be thinking of something like this, I'm assuming that he's already old enough to know what he can do and what can't, common sense is a must.

That being said, this should give you an overview of things: What is required to build your own Bitcoin Exchange Website?

P.S. Have you tried asking google?

I would advice that follow what RGBkey said.

Exchange isn't something that you can create just because you have heard it that it earns a lot of money from the fees and other services.

If you don't have an idea on how to create one, you should study first the pros and cons even you do have enough capital for creating one.

If he got enough funds then he can have a good team and build a site but now to run exchange site mostly need a licence from local governments because most of the exchanges are facing these issues. Definitely, it is not an easy thing to implement if you don't have a minimum knowledge of how these exchanges will work.
Obviously, if OP had the capital and actual interest to do so, he wouldn't be asking for help or advice here. The last thing we need in this market is yet another utter shit exchange not being able to serve people.

An exchange requires itself to be registered to comply with each law in order to operate legally. Launching an exchange as 'hobby' without being registered is illegal, and subject to incompetence. Problems guaranteed.

Also, most of the many new shit exchanges that this market counts, don't even manage to remain operational after their first year. It's not a money making opportunity, so for that purpose launching an exchange is wrong.

No offense, but if you don't already know how to be creating an exchange, you probably shouldn't be trying to do so. It's a very difficult undertaking that requires a lot of knowledge of programming and cryptocurrencies.
