You can send because it is valid, but it is impossible to get the corresponding private key (ie redeeming the money)
It seems this was a valid bitcoin address until this morning if one is able to crate such addresses than I would start to sell of my bitcoins as quick as possible
Definitely more time than the lifetime of the Sun. And it's better like that because if you can generate addresses that long in a decent duration, you can basically bruteforce the ECC
