I stand with Ukraine!
Nothing to do with new projects that are born daily in bull market. They will die in bear market and people will witness this trend in coming months. It is hard to believe and to convince newbies about it but fortunately, Coinmarketcap launched a Historical snapshots for people to retrospectively check what happened in the past and compare it to present.

https://coinmarketcap.com/historical/

We already witnessed one top altcoin project die in this bear market, Terra Luna. More to come.

I don't see how that is relevant. Especially because you are asking if a tool can be created to find and post about Ethereum-based projects, not improvements to Bitcoin's codebase. I could google it if I wanted to or check what Bitcoin contributors are doing on GitHub.

There are no restrictions in place where someone couldn't create an announcement thread or update an existing one informing the altcoins community about the launch of a new project or important changes made to any existing network. There is no reason to introduce new tools. Most Bitcoiners don't care for Ethereum updates and those who do can find anything they need in different ways.

Nothing is stopping someone from doing this themselves, but being implemented natively in the forum? Very doubtful.

Instead, someone could build a scraper externally, and then maintain a thread here on the forum, that would be fine. Although, it'd probably be difficult due to the varying different formats that projects use when they post their announcement threads. You'd probably have to monitor other websites other than Bitcointalk too.

Yea, I thought of that. But with keen examination of altcoin boards, you will understand that the behaviour of the board colorate with the name of the board and the behaviour of the coins. Though, the altcoin section has become a major section in terms of population in the forum and the forum can't afford to lose that section.

My respect to alcoin section grew when I learnt that Ethereum was launched in this forum. It means that this forum is not only for bitcoin, it also give enabling environment to other projects who sincerely wish to excel.
It's very much a part of the forum now, however it definitely isn't without its problems. I don't even know how much spam is removed every month there, but I'd say it's well in the thousands minimum every month. Some months it seems that the altcoin section dominates the reporting statistics. Although, these are now mainly older posts. I think we're playing catch up, but I do think we're making some progress. I think most of the reports I receive these days are from posts back in 2017/2018, during, and after the ICO craze.

Although, the bounty section is a little wild. That's probably the hardest of them all to clean up.

Ethereum codebase projects stopped using BitcoinTalk
/ANNS/, and opt for stealth launches and Medium launch announcements.

Could Bitcointalk create a tool to find projects that launch as close to their launch, as possible, and post it somewhere in the forum?
The forum is open for discussion, so you can ask someone to help you create or develop such a tool, but it is difficult to find many people in this forum who are eager to track launches and Medium launch announcements.

In general, I think that there are free tools for tracking news, such as:

Not all projects posted their ANN in this forum and I see it's pointless to have such tools, because the reason why theymos have unique bump on those section is due to high traffic and spams.

Bitcointalk has nothing to with projects and their launch date, projects are not moderated by the forum, if you are looking for projects to join, it is up to you the individual to research and find the projects yourself.

Bitcointalk is for conversations relating to bitcoin/crypto, not for campaigns and projects, or to lead people to them, campaigns and projects are just additions that bring more traffic, but the forum administrator is not going to get involved in them.
