I am not understand whether you are talking about those who are members of a society to be literal builders or this is rather an analogy to society and you are trying to make a point of criticism against those who expect to get benefits from society, but without working or producing anything of value for it. Like those who lived in the Soviet Union and tried to run the country under the ideology of Marx and the ideas of Lenin.
Still, these are ideas on who society is supposed to work which may not apply to all of them around the world, bot the United States and Denmark are two countries which one consider to be working ones, and yet they share many differences in their ideologies and social views on how societies must work for the most of their citizens to be happy.

When humans stop building or creating then always destruction happens.
We the humans are the builders and creators when society start to just demanding things without creation then collapse of that society starting.
We are the builders the creators the building will never end and our goal is to build empires Houses instutions organisations and off course corporations
Wealth is just one way of blessings GOD blessing those who creating and building.
