RAM is guaranteed, you can add as much as swap as you want though in case you run out of RAM.

I have a 2GB VPS with them in LA. I've had no problems so far and have not had to contact support for any reason. Seemed fishy at first for their prices, but it feels just like any other premium hosting company.
I don't want to right now, but if I ever needed to, could I switch to Phoenix fro LA? The specs and prices seem to be the same.

Yup, If you ever have the need to move to Phoenix, we can move it, just the IP address will change.Phoenix (KVM) -> LA (KVM) is about ~10 ms difference in latency.
