Hong Kong is a special place in China, like cayman Island. So i don't think they ban it there, but it's a point. I allready saw ICO's launching from HongKong cause of the taxes and bank support. I allready talk to an offshore company and they said there be e accounts but they don't know much about the money laundry law's in HongKong..

im in HK no support from banks of course, at leats not yet. Lots of other products, gold, futures, ibonds etc

better just get USD trading account. USD and HKD lniked remember

Do you think that launching an ICO from HK is a good idea? Is China's ban on ICOs nothing to worry about? Or maybe you could register in some other country? Either way, find someone who already did what you plan to do, and ask them for advice, not just any forum spammer you surely can't trust to not be a dog.
