Other ways to attract coders and developers to your project is to post your job on a freelancing site. You can use bitcoin based freelance sites (like Xbtfreelancer) to get more niche specific freelancers.

If you're looking for a paid dev, maybe you should post in the "Marketplace" section of the forum.
Also, blockchain dev are very demanded and are getting very expensive since the recent ICO boom. Maybe you should give more info about your proposition ( What NGO, salary / which country are you talking about etc... )
By the way, there are a lot of easier way to create digital "currencies" than setting up your own coin.
Think Ethereum token ( although you need some contract programming skills ) or Waves token, it's fairly simple, you might want to look into that.

We have NGO in our country and we need to create a coin using litecoin script wallet as well i want some block chain developers would like to pay some handsome amount i dont want ICO or something like that just a currency can be used for donation around Country.!
