Centra.tech is supposed to be issuing their signature Centra debit card, letting you spend bitcoin, altcoins, erc20 tokens, waves, etc, with no fees attached. Their ICO was pretty successful,  but I'm not quite sure if they issued their cards out as of yet.
  It's a U.S owned and operated company, and looks legit, then their is TenX pay, and Monaco, which I think are foreign companies, all promising debit card usage for cryptos.
If your location is based within the U.S, then Coinbase, partnered with Shift card, may be your best bet.

Americans can access the Coinbase Shift card still I presume. And the Bitpay card has separate arrangements for Americans.

I think the EU restriction is because almost all other cards go through Wavecrest in Gibraltar.

Does anyone know what the specific law is in regards to crypto debit cards being issued.

It seems in the United States only a bank can issue a debit card. I was wondering what the actual law was and if i can have it issued outside the US and then shipped to myself.

Since you are in the United States sorry, you are not covered as most service providers are not offering services to people in your country and even if you want to ship it in, they wont to the extent that some ICOs would even tell you to tick a declaration that you are not from the States to be allowed to participate. Its not their fault its because they don't want to flout any laws of your country that may cause more problem for them with the authorities. The law that does not allow any other entity to issue cards is also binding on other non-bank companies to ship to the United States.

Even just recently, crypto cards service providers are only allowed to do so for citizens within the EU which makes every other persons ineligible to receive so your way out is to get it through under the radar means or just forget and find other means.

No its not. other services can issue cards in United states via partnership with bank.

The best solution for Us citizen its traveling to other countries in america latin and get multiples debit card.

most of the crypto debit card companies have specific terms under which they issue cards
many of them do not ship card to the US,also there was a big change to their TOS recently

first VISA and then Mastercard prohibiting this and the companies cannot but comply
you should read the TOS for each and every crypto card issuer and find one that sends to the US

There are now many projects (many are seeking funding via the ICO platform) involving the use of the debit cards that can be funded by cryptocurrency (usually Bitcoin and maybe later other coins as well). Yes, there is usually a bank involved here and if you have a partner bank then you can do business legally on this big market which can be global. I have already seen some debit cards issued for international clients which can be a very convenient to convert Bitcoin to the local money as we already have an exiting infrastructure on this one and this is just a matter of connecting that infrastructure to Bitcoin. This is one of the most important business in the coming months as many Bitcoin holders always prefer to use a good service.

All existing debit cards linked to the exchanges through an intermediary. You can purchase only for Fiat. I don't see the point of having such cards. If you own to exchange cryptocurrency exchange and withdraw Fiat to your Bank card, you will be much more profitable. Debit card in bitcoin be beneficial to have only when it will be able to purchase goods in bitcoin without exchanging for Fiat.

Debit or credit card based transactions are backed by the holders ability to assume debt varified early by banks before issueing them. Crypto currency on the other hand has no such backing. Its value is based on the demand and supply of it at the crypto exchanges that handle the crypto currency. . So in fact for buying and selling one don’t use crypto currency directly in many cases except in few agreed transactions. One buy and keep cryptos and its value rise. In future one can convert it back to dollars. Otherwise where ever it is acceptable, one can exchange for products and services using it. When you exchange it one can use the dollars exchanged back for paying your credit card bills or credit it in the bank for debit card payment.

This is a normal debit card. The company from which you buy a card, converts bitcoins in the amount of reserved money by a visa system.
confirms the payment and that's it.
