There isn't an exchanger with "limited funcionality". So it will work or not, simple as that.
If you or somebody want's to work it, he will need paperwork,licenses etc etc in order to prove from where the money comes from and where it goes to.
Not to mention for what reason you get them in the first place and other serious requirements.

The fact is that you need money to do all of that and you don't have any. You ask but you can't guarranty nothing, no safety at all.
And the main question is this: why someone who have the funds to do an exchanger to do it with you?
Too many people with far better history and involvement in crypto have a similar idea...

I came up with the idea to launch an exchange with limited functionality. You could say"early access." Only our token will be available for sale to everyone, but at the same time the functionality of the exchange will be demonstrated. I think so trust to us and transparency will be incomparably more.
For example, everyone who buys our token, after the launch, will receive a part of the full profit of the exchange. I wonder how this can be regarded as an ICO or " early access exchange"? 
Pretty crazy idea?

Basicaly you are looking for someone to put his money and fund it, without offering something to ensure his investment.
Everybody have an idea for something and if they need others funding help, at least they do it properly and as much transparent as possible.
