Who decides?
Who decides?The individual of course, who else? A person decides for himself/herself whether he/she drinks alcohol or not. You can't decide for anyone else, not even your children. Even if the government makes alcohol illegal, it's still up to the individual to decide whether to drink or not.
The only instance when the answer to your question is not straight forward/clear is when you don't take full responsibility for your actions.
