Yes. The cleverest country just will do it officially, for example, for some taxes. And it will be great income for this country and all ICO can move there.
It can be Singapore or Switzerland or some other!
But there is rumors that China just little bit later will do some new rules about ICO.

Reading through all the news about ongoing regulations in China, Russia, South Korea and first regulator of Icos the USA, it seems to me that the only chance left for ICO platforms with physical address in those countries is to move their business to a country that still doesn't have such kind of regulations and they could proceed with their business, no?
