This would be very convenient, if the card had direct access to your btc wallet, but then there's the issue of security if coins went missing when purchasing an item or the card getting scanned anywhere.
look into nxpay, they do realtime loading for LR exchangers
bitcoin would be risky, since the value can change at anytime. it just wouldn't be profitable unless you offered your services to exchanges like MTGox ect, where customers could cash out mtgox USD to atm

I'm looking into that as we speak. Obviously, you paid the equivalent amount in bitcoins according to the denomination you so choose. As for reloading looking into it. Good question!
