It could be done by anyone who wants a competitive advantage in mining. If you run a solo mining factory, and own a botnet, this would be the thing to do (assuming you are evil).
Even if you aren't evil it's a good idea to prepare for attacks.Such as not putting all your assets into 1 pot (deepbit or mtgox...etc).
So far, my assets are stuck in one pot.
