In my country there would be one of 2 issues here (or both):

A Disturbing Noise is objective – a scientifically measurable noise level and generally compared to the existing ambient noise level.
A Noise Nuisance is a subjective measure and is defined as any noise that “disturbs or impairs or may disturb or impair the convenience or peace of any person.

So looks like it would be Noise Nuisance and have no idea what this entails in the UK, since you are saying that the disturbing noise is below the threshold (10db) which deals with the disturbing noise levels.

You are more than likely dealing with someone who normally gets their way by saying she will call the council.

The only thing close i believe would be the "Environmental Protection Act 1990" 79(1)(g)

But they would have to specifically prove 5 bitcoin miners are causing them ill health, since i have a letter written from the neighbours stating their problem was "they couldn't enjoy their garden" 

To prove it was a nuisance i would iterate the fact they also live next to a bus stop and 2 student accommodations as well as living under a known flight path

since she was unable to listen to reason thats how the conversation was left, after i laughed in her face when she adamantly described distributed computing projects were illegal and "YOU'RE NOT ALLOWED TO DO IT IN PRIVATE DWELLINGS" guess she doesn't help on the SETI then Cheesy

closing the window makes the room too hot, since its a cold day ive managed to close one and keep the heat at a reasonable level.

i've read through "The Noise Act 1996" which is what they/ the council would use as legislation to decide if there is an issue here

and it says

ive tested the noise with a few decible meter apps and on different devices even though its not approved equipment it managed to give me a ball park figure.
the environmental noise level without the miners running is 50db with the miners in my garden it hits 55db, since she lives two doors up im sure the levels will be even lower.

haha decimation was a miss spell defamation of character was what i was after, as im not running a mary-jew-aner grow op (any more Cheesy)

Sounds like the old dame wouldn't be happy no matter what you said or did.  She's just looking for something to project her own misery onto.  I mean, unless you've got a bunch of SP10s screaming at 100% fans in the middle of her garden... in which case, I'd say she's got every right to complain.  Those damn things are LOUD!

Ignore her because you are moving anyway.  How is that the noise disturbs her?  Close the windows to deal with the noise.

Never had to deal with that, just friends wondering why there is a "dos" screen on my computer (SSH screen to my Raspberry Pi + Rockminer R-Box), and then trying to explain what Bitcoin is and could be.

I live in a residential area in central/south london, underneath a heathrow flight path, with a bunch of hoodlums who hang around our street screaming and shouting as well as a Jamaican family who constantly blast out reggae and dance hall music, yet some old woman 2 doors up has been compiling to me for running a few miners in a spare room in my house, stating "she cant enjoy her garden in peace" yet she's never complained about any of the other distractions mentioned

She insits and decided to tell everyone on the street that we are operating a cannabis factory from our house. When confronted i didnt mention bitcoin but simply said i was running a distributed computing project and it was perfectly legal, but if she continued making slanderous remarks about me i will sue her for decimation and any loss of income if the police come round.

She now insists that you cant run distributed computing projects from private dwellings and that "she will be informing the council" which i really couldn't give a f*ck about  since im moving out in a few weeks.

Has anyone else had to deal with un-educated neighbours?
