You won't find any decentralized exchange with fiat pairs simply because they have to be centralized to deal with bank transfers. Decentralized exchanges are normaly focused on P2P transfers which is not appliable to fiat deals. Maybe the best you can find issome exchange that will have pairs with USDT (Tether) but this coin is not trustworthy.
With https://bisq.network the exchange is acting as an escrow for the cryptocurrency while the bank transfer is executed directly from the buyer to the seller with a regular bank transfer.
The only problem that I see here is if we are dealing with people in different countries. The bank transfer will take few days and in the mean time the exchange rate might have changed drastically. In other words there is the possibility that one of the parties is willing to walk out of the deal, creating massive problems.
Well, it is different type of exchanges. With the same success OP may use localbitcoins (btw which is not decentralized) or find any ither seller and someone to escrow the exchange. But he will get higher fees and very low liquidity comparing to the normal exchanges and the decentralization problem will still remain unresolved.

What I am looking for is an exchange where I can trade with a high level of anonymity. The regulatory environment in many countries is changing with countries banning trading and/or mining of cryptocurrencies.
The weak spot in mining and trading is the conversion from crypto to fiat, so I am trying to find a good way to do this in the safest way.

By the way, I naively thought that localbitcoins was decentralised since the transaction is happening peer to peer.

You can never find a decentralized cryptocurrency exchange where you can convert your cryptocurrency to cash or fiat currency easily, it is because banks will not allow to use their service by an exchange that do not comply with know your customer policy (KYC) and anti money laundering (AML). Bitsquare is a decentralized exchange (I don't know if it is safe to use) and I think they have BTC/USD and ETH/USD but they are not the ones who will pay you in fiat, it is the person that will make a trade with you, decentralized exchanges have low trading volume so it will be hard for you to complete a trade. Why not just use centralized exchange where you can sell it with no ease?

I do not think so! Decentralized exchange uses smartcontract so it can not be transferred directly. Need an intermediary for that.

At the moment i dont find any decentralized exchange that has pair crypto with EUR but could be later will be avalaible this kind of exchange. Currently for decentralized exchange i just use Etherdelta and Idex.market.
I use https://bisq.network that allows to change crytocurrencies in a good variaty of Fiat currencies including EUR, GBP and USD.
Nevertheless the palette of crytocurrencies is very limited as it allows to trade only BTC, DOGE, DASH and LTC. The absence of ETH is huge drawback for me.

You can buy Ethereum in euros on Kraken and on Bitstamp .
Personally, I use Kraken, the only problem is that the last months is very slow but the positive is that you can withdraw fiat in your bank account whenever you want.

In a centralised exchange, the exchange hold your funds during the transactions and effectively you sell or buy cryptocurrencies to the exchange.
In a decentralised exchange, the exchange doesn't take part to the transaction and it only matches buyer and seller that will finalise the operation in a peer to peer way.

You can buy Ethereum in euros on Kraken and on Bitstamp .
Personally, I use Kraken, the only problem is that the last months is very slow but the positive is that you can withdraw fiat in your bank account whenever you want.
