It is possible because in compliance with "Convention Providing a Uniform Law For Bills of Exchange and Promissory Notes" laws about promissiory notes in most countries of the world are rather similar. So if you for example live in Paragvay and you invest in some company in Russia (you buy company's promissiory note), your investment are protected by international laws.

Yep, after reading all the introductory material I can say they will also create an official exchange for these purposes. If I took the concept correctly isn't this somehow similar to invoice trading ? If yes then there are two already are working on the platforms to start business in near future.

The main idea and the main difference is to use promissory notes as investment tool. This will give an opportunity to invest cryptocurrency and herewith investments would be protected by the law.
