I've only done a few litecoin transfers, but I remember that one of the transactions did not show up on the litecoin block explorer website for quite some time.
That may, or may not, be your problem.
If you move the thread to the proper forum (Alternate cryptocurrencies), you will probably get a better answer.
If you followed all the steps correctly, your ltc will probably show up soon. Btc-e withdrawals have been taking a little bit longer than usual in my opinion.
This forum is called "Bitcoin Discussion" so, you may want to move your thread.
That said, what are you using to determine that the transaction is not on the block chain? Local Qt client? Litecoin Block Explorer?
