You can create a service which pays users to do simple tasks like these for your clients. I can do that.

You are welcomed but personally i will not like to partner with you because you did not mention your qualifications and basically things you are good at.
Since I'm a software developer, I'm good at software development. And since we're talking about a service, it implies a client-server architecture with a web interface.
Currently looking for a guy to help me get an HTML5 video client built and going on my klyemax site as well as integrate it with on site tipping.
