While I can agree with much of what you said, I want to add that it depends on the nature of your business. If you're looking for CPA or similar activities, this list is perfect. If you're looking to promote a legit product or service, this list will kill your business in time.
This is not the best practice for marketing, and while it may be okay in the short term and produce results for you, in the long term using a generated email list from a different source is the best way to kill your business.

This way you can ensure that you are going to get consent and can immediately start to talk to people that sign up with a tool like MailChimp.
