This term is new to me, and I didn't know that whales are using it. It's exciting to me that you were able to show us this. I like your topic here.

Anyway, this is not something applicable to liquid pairs like USD-BTC or something of the like. I don't think it would be fast to cancel orders right away because many bots are probably being used in that specific exchange as well.

Are there arrests done in different markets already? Probably they get away with crypto exchanges.

Have you wondered how whales deal in the markets and those crazy influences and powers they have?
Below we will explain to you one of the cheating methods.
Warning: Spoofing is an illegal strategy in equity exchanges. When you buy or sell a cryptocurrency, it has some hallmarks of trading official currencies, such as the Euro, U.S. Dollar, and Japanese Yen.
This is more of a strategy in the forex market trading than in the crypto trading from what I read here Nf it is a very wrong method to go about trading. Little wonder how some currencies tends to go up even without news and then falls very sharpy. It is a tricky move indeed as, it creates the desired volatility on  pair and for some trader who depends largely on indicators to place trades, it would be a knockout blow. It would be a wonderful idea should exchanges be deep in the right against spoof trading, to ensure genuine hope for the funds and trades of a common trader else, trading just became scam for the common traders.

A little solution could be embedded it in there terns and conditions and do like the betting and casino platforms do at times. Locking od accounts with funds and sanctioning defaulters.

Most of the exchanges are doing wash trading just to increase their trading volume and ranks in the coin tracking websites like coinmarketcap. And whales are not really doing it because in 2018 an article/report explained actual trading volume on the exchanges which is not even 10% than the reported trading volumes and after than many exchanges fades away even the long lasting ones and Binance started ruling everything apart from US due to the regulations.

Still, there is no actual way to find the crypto trading volumes on the exchanges but if an exchange over do it then we can find it using their tradebook when their trading volume is somewhat moderate.

Oh, the one I can see on exchanges are called like this, we can also identify if this act is being done currently on the market, especially on low volume trading pairs, you can observe with just your eyes how the orders are being created/cancelled in a very short period of time.

Most likely what you see is not a whale trying to manipulate the market by spoofing. Its the exchange putting fake trades and fake liquidity to fake volume to be listed higher on coinmarketcap.

Fast moving orders in orderbook may also not be made by "evil whales' trying to manipulate the market. There are many different algo trading strategies that calculate live stream of data and creation of 1 order from 1 algo trader affect other algo trader order making him to move price which trigger other algo trader order etc. Sometimes orders chaice each other jumping all around orderbook.

Any idea why this is still allowed in such cryptocurrency exchanges even it has disadvantages/negative effects?

Because its free world in here. Much better place than regulated markets where such crimes (spoofing) are not captured or captured after years, and you, trader who lost on that ... most likely will get nothing. You have a confusing sense of security that in the end lowers your alertness.
Here you learn about risks and try to avoid them.

Also spoofing is not a always win strategy. One time you push market down  to buy lower, other time you just offloaded your bag at loss, that you were accumulating for weeks.
