I agree with what AdolfinWolf said, so i will not repeat it. Also, most of good quality posts that you speak of are probably in "shit threads", swarmed by shitposts. That is why they are not seen and sMerited.
What is good quality post... that is relative thing, because opinion of that varies from person to person. Awarding some post with sMerit is personal thing, you can not make people sMerit posts they don't see worthy.
A person with the right skills to write good quality posts should be able to identify a topic that is filled with spammers and shit posts, from a topic that is worth posting in that actually adds somthing to the forum, the whole thing is just like looking for a needle in a haystack, people intressted in awarding merits to the ones who deserve it don't have niether the time or the paitience to look through 5 or 6 pages of shitposts to find that only good one, so if anyone wants to get awarded for his ideas, he should post them in some serious discussions and not in topics about the price of bitcoin.

Any user who uses 3rd world punctuation like ")))" goes on ignore.  And I have plenty of users with usernames that have nonsense letters followed by numbers on my ignore list--so guess where you're going? 

You shitposters never learn.  You can't improve because you don't know where your faults collectively lie.  It's with the language you're murdering, primarily, and a close second is the idiotic content.  But that won't help you, because none of you shitposters are willing, or are able to, READ.

Today I was looking at the forum for answers to questions of interest to me and drew attention to the fact that the forum is heavily polluted by various unnecessary posts and water in them instead of useful information.-snip-

Like yours...? You wrote an entire story when you could also use two sentences, not only that, you also formatted it in the worst possible way... Thanks for hurting my eyes...

Not really. It would probably get abused by spammers/scammers/etc, plus it would probably be used to agree/disagree with people, which is pretty useless.
