The initial white paper for DICE is published on Slack. Unfortunately I could not find way to attach a file to this message.
The currency is not based on blockchain structure, but on micro-clusters of users. Units are mined and can be traded online or in cash form. Everyone can print their own money, and use them globally. A business can gain value from having miners producing DICE on its behalf.
