Guess they weren't getting the results they expected. As the growth of population almost went to a stop, they decided that they crossed the line with the restrictions I guess.

Well it is easier to have two children now. Before both parents had to be a only child and then they could get two children. Now just one of the parents needs to be an only child.

True - also a new rule will actually allow for two children provided that *one* of the parents is an only child (not sure exactly when that comes in).


The population has stabilized somewhat. That is why they are relaxing the tough family planning rules. The male:female ratio is already at a catastrophic level. It needs to be taken in to account.

Twins are exempted. Only people belonging to the majority Han ethnic group are bound by the family planning rules. The minority ethnic groups (such as Mongols, Tibetans and Russians) are exempted from it. And it is not exactly one-child policy. It is true that ethnic Han living in urban areas can have only one child. But they can have 2 children, if they reside in rural areas. Also, the fines are not that heavy and a lot of wealthy people have as many children as they like. Also, if both the husband and the wife themselves are the only children to their parents, then they can have two children.

yes they are one of most hardworking peoples in the world and its clear example is China's progress in just recent years

nobody can do any thing when twins are born even some time its more then twins I read one lady have 3 kids in a time

There have most recently been exceptions to the 1 child family in China.  I think they are about to change it to allow for many more families to have 2 kids.  I mean on one hand it's totally unfair and feels like it takes away people's freedoms, to only allow them 1 child.  On the other hand there are A LOT of people in China and it's surely the ruling party that wants to make sure it doesn't become totally unstable and they'll lose power (i.e. if the economy crumbles or there are mass riots).

The case with India is different. Out of the 28 states of India, some 20 have birth rates below replacement level. However, the other 8 states (some of them the largest in terms of population) are currently undergoing a massive population explosion. The biggest Indian state, Uttar Pradesh (UP) is home to some 220 million people.

Family planning using force was tried once in India (under Sanjay Gandhi). However, after minority religious groups raised objections it was abandoned. Also, some 40 million illegal immigrants live in India. Mostly from Bangladesh, but some also from Nepal, Myanmar and Sri Lanka.

Only applies in certain provinces, and both parents need to be an only child for them to qualify
