Great theory but I don't think we should be putting any meaning into the game since the creator of the game, Shigeru Miyamoto just wanted to put his ideas into this game that he created. It is said that the arcades are not that entertaining at that time so people created new games for those arcades to be used again. That's when Miyamoto came even though he is a not a game designer himself. The guy learned a lot, we should respect that. You might look at this game like that but I think what Shigeru Miyamoto imagines making this game is seeing people enjoying arcades again.
