I am not ordering D1 members.  I just raised a problem I found here.  And I think this account has been hacked or it has been sold. And requested to investigate this matter
I do not see there is any problem at all. In fact I see problem in your proposal. Do you have anything against the user you are accusing, it seems you have. You are an alt which is not doubt. A brand new account should not have much idea how the DT system works and what/what not shows on the trust page.

Having alt is not something we do not encourage but the mentality you are showing is not encouraging. I will agree here with LoyceV, if you think he deserves it then you go and paint his page. Don't brag DT members or anyone else into your trouble.

you should put a negative feedback
How about you do it? You may not be DT, but if you believe someone deserves it: do it.

in my idea you should put a negative feedback for now and after proof ownership by sign message you can remove feedback

Then your idea is wrong because it doesn't work like this.
It's like if I say you should go to prison and only then it's up to you to prove you're innocent.
First, you prove that he is guilty and THEN you take action

Your accusations are based on almost nothing. Listening to people, we should put negative feedback just because they say hello

Additionally, since you judge his post history and say it has changed since he came back... he posted only 4 posts since. Very insignificant to give conclusions

I can't give them negative feedback without valid proof and based on someone’s feelings. (even my personal feeling often deceived me). what would this look like if we first condemned and only then sought guilt?
Send them a PM with a link to this thread, maybe he'll answer here.

Also, I saw on his profile, that he mentioned changing the password for security reasons, but I'm not sure when it was edited.

If you think that is important, you can ask topman21 to sign a message on one of his previously used addresses. For example this campaign

Your Bitcointalk Username: topman21

DT members can't help much here. there is no reliable method that can prove that an account has been hacked just because someone showed up after a long period of inactivity or a change of password.
Proof of auth posts does not mean much, he just wants to participate in the signature campaign as many users here. Filling that something wrong happened there is not enough.

I remember topman21 from his lengthy posts with usually an interesting view on Local thread Now "This user's password was reset recently.
This user's email address was changed recently.
This user recently woke up from a long period of inactivity.
", and judging by his post history, his last post was on April 15, 2019. his password was reset recently, and the posts he made since then are generic short posts including applying for 3 signature campaigns. and start posting on Bitcoin Discussion and leave posting on local thread. in this case i am party sure this account has been hack or account has been sold.

I Request to DT Members and Moderator for look at on this issue
