i try with different provider and its working my ip not different anymore.

ya, it gaves me same Ip, i am sure.

only one thing is left, your provider is using proxy server and let you go in Wan with different IP.

i have no more idea except this one

can you give us a links, where are you checking? maybe one of this sites is using proxy server and this is one of the reason of different IP.

if you give us more detail it will be more clear and we will understand better

it games me same ip? are you from smartphone with mobile data? or are you using public wifi? maybe your provider is using proxy server and it gaves you different ip, before connected to Wan

no, im not using smartphone or public wifi.

can you give us a links, where are you checking? maybe one of this sites is using proxy server and this is one of the reason of different IP.

if you give us more detail it will be more clear and we will understand better

I think so because he said that he is checking his IP at the same time together so maybe he is using two different browser.

You could also try checking your IP at whoer.net and see if your IP is changing without using proxy server or VPN
and im not using different browser.

Your provider gives you from time to time a new IP address from his pool.

no, i cek this at same time/together.

did you try to cek your ip address in different website?
this what i did, i cek my ip in more than one website and show me different ip...
actualy what happan?
