Thanks to everyone for their feedback - much appreciated.  Just to confirm, the former site name was "Capital Investments Hub" ie, with an "s". From my own investigations, I'm aware of the "other business" and they are NOTHING to do with this matter.

I also do believe the scammers may have had a Russian connection...no real surprise.

Thanks again.

Fear a lady friend MAY have got taken for a ride by a crowd called "digiruf" [former name "Capital Investments Hub"] - they claim to be out of Texas, USA (which she doesn't live in).  Anyone ever heard of them, please?
Obviously, your lady friend failed to do proper research, You never invest in an unknown platform with little information or no marketing at all, that's one bad ride to your lady friend.

There's nothing good about it, if you cannot locate them and they have fictitious identities of their admins and team then they have a plan to scam people, Scammers are good at hiding their location and identities.

Ps. which regulatory agency [if any] in Texas, would one approach over this type of thing, thank you?
It's useless if you cannot locate the exact address or can give names of people behind the project you will have to provide it to authorities when filing a complaint.

Never heard of them neither can I find any information about them online based on the name you posted "digiruf"
It's safe to say they are scammers

Please advise your lady friend to always inquire about certain services or "investments" from forum members before wasting money on them

If they fed your lady friend a bunch of bullshit to get her to (fake) invest with them, what makes you think they are actually headquartered where they say they are or based in USA at all? If the investment was online, they could be anywhere in the world. How did you find out about their former name if there is no information online? Did they tell your friend? That could be another lie.

I did a search on "digiruf" and I got no result but as for the former name "capital investment hub" I found out that it is an online forex broker. If indeed you're referring to an online broker or anything related to an investment you have to explain more and if possible add more links.
If you check the OP, Sylvieee said Capital Investments Hub (with an "s" in the end). Maybe he made a mistake, who knows.
You probably found this site (https://capitalinvestmenthub.com/index.html), same as me. Based on https://www.wikifx.com/en/dealer/2831798801.html, they aren't licensed or regulated, and investors should better stay away.

Did your lady friend invest in that platform, there is one Capital Investments Hub online

Code:
https://capitalinvestmenthub.com/
online since 2020 and registered on Namecheap, you should ask your lady friend more details about the site he invested in, like the link and where did he find it, it's possible it is a new site and a clone of a legit one, but if there's no online presence then it's a scam I wonder how did your friend invest here is it through an agent, giving us the complete and correct information and posting it here will get people to be aware of this scheme.

If it's a scam they probably used a fake location.  Claiming they're from the US was probably nothing more than an attempt to feign some credibility.

Anyway, here's the FBI's cybercrimes reporting site: https://www.ic3.gov/

You've already said that there is no online presence and that this isn't their first name as a company meaning that they're hiding something associated with the former name, those two would have been enough red flags for your friend to not engage them especially with money related stuff like investment.

OP possibly your  thoughts might be correct as the case maybe. You friend definitely might have boarded the wrong flight. Did she not do her own research before engaging with them? Because from experience, it is normal that trust pilot review should be able to have details about the organisation or possibly other review sites as well should have peoples response about them but if it happens that nothing is being said about them then you should not need anybody to tell you the truth about them. Note that they are scammers and lastly going to regulatory body wouldn't help because there is no way they can do anything about it when it happens you too have no idea where the scammers and there is no trace about them.

Op, you have to explain a little bit so that you post can properly understood.

As you can see in from the post above mine, without proper information everyone will take your post to be a completely different thing. So do well to edit your post and add more details or just add it as a new reply that is if you ever return to this thread again.

Why not find a way to drop your friend off🤗 and get her ride with you over here because I'm sure ehe has already entered  the wrong vehicle  and my people will call this "One Chance"  and it has just one route and that's to frustration and regrets at the end.

Whatever the case might, your lady friend is about to get scammed  and if you know you don't want another person depend on you as a result of knowing about her situation which definitely  you'll  feel pity for and want to shoulder them, then you have to do all your best to stop her from getting involved with this people because no .after how much you spend,  you'll always still want to send more money to them as long as you got the money, they always have a way to get the money from your pocket and you better hold her back and let her forfeit  whatever she must have spent else she might want to get a loan from the bank .

Those  gangs are Internet gangsters and also evolving massively and not getting any information  about them from the internet is a sure sign to run 🏃‍♂️  especially  in a world where the internet  seems to be the principalities of the world.

If you can't find any information or reviews about them, that’s usually a red flag, as legitimate companies would have some online presence and reputation.

She may want to go ahead and file a complaint with the Texas State Securities Board, which is the state agency responsible for regulating the securities industry in Texas. She can do so online at https://www.ssb.texas.gov/contact-us
