The US authorities wanted to protect the market share of Paypal, and were unhappy with the Liberty Reserve top management, which was almost-exclusively Russian / Russian-Jewish (Arthur Budovsky, Vladimir Kats, Maxim Chukharev, Mark Marmilev.etc).
