what widows version are you using ? Home , Pro , Enterprise , Education , LTSB ?

Control Panel > Administrative Tools, you can access Services. In the Services window, scroll down to Windows Update and turn off the process. To turn it off, right-click on the process, click on Properties and select Disabled. That will take care of Windows Updates not being installed on your machine.

If your version of Windows 10 has Group Policy, you can also change some settings using the Group Policy Editor. Run gpedit and navigate to the following policy setting:
Computer Configuration > Administrative Templates > Windows Components > Windows Update.
On the right-side, double-click on Configure Automatic Updates and change its settings to suit your requirements.

In the advanced setting in the update panel, you should be be able to pause updates for up to a month or so.

It's generally a good idea to keep your machine up to date tho, so be sure to run updates at least once in a while.

I'm trying to disable windows 10 updates.  I've disabled and stopped the service, but this doesn't stick.

I've read also you can use gpedit and go to Administrative Templates, however when I go to gpedit under Computer Configuration, there is no Administrative Templates, only Software Settings and Windows Settings.

Could anyone recommend a solid way to do this?
