Altcoins can because the demand for altcoins will also cause the demand for bitcoin to move up with it, that's why this market goes up and down with everything.

With surges and rise of the prices of different coins, how does the rise and decline of altcoins affect BTC in terms of its value?
It is not really that when alternative coins affect the bitcoin. In myself bitcoin was the leader of all cryptocurrency so the alternatives affect when the bitcoin have a changing. Like in the price when the price of bitcoin goes down, many of the alternative coins was low the price also, they only rely on the bitcoin. The all altcoins

Bitcoin goes up, all the altcoins, shitcoins, and scamcoins go up Undecided.   Bitcoin goes down, all the altcoins, shitcoins, and scamcoins go down.
there is one exception that being Ethereum  ... which is the only digital currency other than Bitcoin worth putting money in atm.

I think altcoins don't affect BTC but BTC always affect altcoins. When BTC goes up, Altcoins go down and when BTC goes down all the altcoins start going up. So its better to trade in a balanced system.

there is one exception (a decent amount of the time) -- that being Ethereum  ... which is the only digital currency other than Bitcoin worth putting money in atm.

I also see the same thing as you, if bitcoin becomes a sign alt will go up or down.

But I am still confused by your saying that ethereum is worthy of being provided in atm money. What is your reason?

In my opinion, the rise and decline (fluctuations) of altcoins only affect BTC in terms of its value in the short term. However, the technological evolution of altcoins will influence the price of BTC in a more profound way. For BTC, the tech is old, slow and hard to upgrade. For altcoins, everything can be built from scratch and based on successful models, leading to the born of altcoins with very strong tech such as Ethereum, ArcBlock (ICO ongoing), etc.

eth value works very well, if there is a decrease in bitcoin value, then altcoin will be affected and if altcoin suddenly drops, then bitcoin is also affected, which means quite the opposite. Ethereum is one of the best coins in the world of crypto.

Bitcoin goes up, all the altcoins, shitcoins, and scamcoins go down.
=> They sell altcoin for btc => go down

Bitcoin goes down, all the altcoins, shitcoins, and scamcoins go down
=> They sell altcoin to buy btc => go down

Only BTC not going down or going up => alt pump

You forgot this:

BTC crash = scamcoins exit

When there is a drop in bitcoin value, then the altcoins will be affected and if altcoins suddenly dropped, then bitcoin are also affected, which means it is a vice-versa. The ethereum is one of the best coins in the crypto world and I can say that there are still investors who keep on supporting it and as the matter of fact, eth the price is doing well.

This totally makes holding other alt coins especially those that are stable sensible more so for ETH. Will this make ETH a more unpredictable coin to invest in?
