I think u guys are kinda mixing things up, and confusing a scammer with been from a foreign Country, i'm pretty sure most scams are from U.S people at least on this forum ...
Anyway u shouldn't be buying gift cards is too risky, even from a trusted member, so many things can go wrong and u don't have enough evidence to prove the opposite IMO.

User continues to advertise codes while stating he is put of these codes and cant honor or refund my payment. He wants me to send additional btc for the only card he says he has the $100. Refuse escrow as well.

I'm not sending additional bitcoin untill I have the code. You could easily send the code as I have already paid over 40% of the btc your asking and when i verify its good send me the same code automatticly when I pay. Or use a valid escrow from BTC.
