Ethereum classis is hunting for new ideas ? Sounds greater and I believe still it is not too late to compete against their own sibling eth and other similar platforms like tron and eos. Or, this will be focussing only for new project and not about self upgrading of etc ?
How about specific details?

Really ? I believe something must have been attached to getting this money, because I have seen a lot of platforms trying to give out loan to start up companies which I have applied for a couple of times, but at the end of everything they always demand for things that you might not be able to provide, this is the main reason I gave up on platforms that issue loan to blockchain startup because it seems as though they already have those that merit this startup.No rules, they made it simple and easy.
The project/startup is not limited to #dApps and any new ideas as long as they pitch it. As long the ETC Labs find your idea interesting and you have the capacity to make it a reality, they will offer the funding for you...
