Last evening a man grabbed his child by its face when I was in line to make a order for some chicken parts.

Yes, in some cases, if they were fighting or making wrong decisions. However, punishing every time could hurt their mind and makes them angry.

That depends on my child’s behaviour. If he does something inappropriate or disrespectful, as a parent, I make sure he apologises for his misconduct.

Before punishing your child you should ask yourself some questions like:
1. If I should punish them will the punishment make them not repeat such act?
2. If I should punish them now, what if I'm not around will they still continue with that act?
3. How will the punishment affect the child emotionally?
4. Will they regret their act if I should punish them?

If not then you should find a better way like:
Educating them about what they just did and letting them know the danger (if it has any though).

This is very bad for the kids because in future they are going to be bad to their friends, partners and other humans.

I think teaching children boundaries is a healthy and necessary part of developing them into functioning adults in society.
However, I think it is typically unnecessary and counterproductive to punish kids in public.
The added sense of shame and humiliation can leave them with trauma.
The goal is to get children to take responsibility for their actions and learn a sense of right and wrong, it's hard to achieve this if they feel victimized.

No, better not leave children with trauma and parental issue, you never know how crazy and cruel time can be to a kid

That kind of behaviour is literally illegal in my country now. You can get your kids taken away from you by social services for that. I absolutely do not do anything like that to my kids.

As it's your children, instead of punishing them we should rather make them understand about their mistake in a polite manner so that they will not repeat it.

Punishing your child in public places won't really help them, instead it will only have a negative impact in his brain.

Violence is not always a solution if the magic works without the same.

As long as it's done in a way that doesn't shame the child publicly. This could hurt them really bad and make them have low self-esteem. I wouldn't be surprised if some fail to deal with it and prefer not to exist anymore.

There are certain case where you could punish publicly, for example, if they are fighting. I would try to make sure those involved in the fight are punished together and impartially.
