Doesn't have much to do with balls. He can use the Gox-balance to buy GoxCoins, exchange those for RealBTC on BitcoinBuilder, sell the RealBTC and walk away with a hefty profit. The whole process works regardless of whether Gox will ever reinstate withdrawals. As long as the ratio of Gox-price : Stamp-price is much lower than the GoxCoin price on BitcoinBuilder, it's easy money for anyone that can get fiat on Gox.
