run offline until it figures out a new block then check to see if that block was made by the rest of the world first

which can take weeks or longer

meanwhile the bitcoin network found it in 10 minutes or less, on average.

It would make common sense that it would, but you never know.  Is there a way to download the current list of blocks into a client and have a PU run offline until it figures out a new block then check to see if that block was made by the rest of the world first? Or is this a 'Perma internet connection' skill.?
